최근 정부는 대통령의 ‘뉴욕구상’ 이후 새로운 디지털 환경에서의 자유와 권리의 원칙을 담은 ‘디지털 권리장전’을 발표했다. 이는 자유와 권리의 보장, 공정한 접근과 기회의 균등, 디지털 표현의 자유 등 새로운 디지털 규범 질서 정립과 디지털 시대의 국민 권리를 보호하기 위한 것으로 북한인권문제에 있어서도 새로운 기준점 마련과 방향 모색에 시사하는 바가 크다. 더욱이 유엔과 유럽국가 등 국제사회에서도 ‘권리 헌장’ 및 ‘선언문’을 통해 디지털 시대의 보편적 인권을 보호하기 위한 책임성을 강화하는 추세를 고려하면, 북한인권문제에 있어서도 디지털 인권문제를 적용한 보편적 규범 실현을 주도해 나갈 필요성이 제기된다. 아직까지 디지털 인권은 국제적인 인권 기준과 디지털 시대의 교차점으로서, 공식적인 정의 및 국제사회에서의 합의는 이루어지지 않은 상황이며, 이전 시기의 인권 관련 국제규약에 기반하여 논의를 확장해 나가고 있다. 하지만, 새로운 디지털 시대에서도 북한은 여전히 디지털과 관련된 인권 침해를 지속하고 있다. 지금까지 북한의 디지털 인권문제에 대해 명확히 연구된 사례는 빈약하지만, 북한의 인권상황과 관련된 최근의 보고서들에서 디지털과 관련된 ‘표현의 자유’, ‘정보의 선택과 이용의 자유’가 가장 침해받는 국가로 북한을 지목하고 있는 점, 그리고 북한 정권이 관련 법규를 제·개정 및 강화·통제하고 있는 점 등은 디지털과 관련된 인권 침해 정도를 짐작하게 하는 부분이다. 이 연구는 디지털 시대에 새롭게 등장한 인권문제의 방향성 측면에서 디지털 규범을 통한 인권 규범 마련과 북한인권문제의 새로운 접근 방향을 모색하고 있다.

Recently, the South Korean government released a ‘Digital Bill of Rights’ that outlines the principles of freedom and rights in the new digital environment. It aims to establish a new digital normative order and protect people’s rights in the digital age, It is also significant in providing new standards and directions for North Korean human rights issues. 
In addition, the international community, such as the United Nations and European countries, is strengthening its responsibility to protect universal human rights in the digital age through various ‘charters of rights’ and ‘declarations’. Therefore, it is necessary to lead the realisation of universal norms applied to digital human rights in the North Korean human rights issue.
 However, despite international discussions about adapting to the new digital age, digital human rights violations persist in North Korea. 
To date, there has been little research on digital human rights in North Korea. Recent reports on the human rights situation in North Korea have identified the country as one of the most violated in terms of "freedom of expression" and "freedom to choose and use information," both of which are digitally related. In addition, North Korea is revising and strengthening various laws and regulations and controlling digital-related sectors. 
In terms of the direction of human rights issues that have emerged in the digital age, this study seeks to establish human rights norms through digital norms and approach human rights issues in North Korea.
