본 보고서는 김정은 집권 10돌을 계기로 지난 10년간 진행된 북한의 김정은 중심의 체제선전을 ‘수령 우상화’ 관점에서 평가했다. 북한의 사상분야는 체제구성의 핵심구조이며 그 실행체계인 선전선동에서 우상화는 진수(眞髓)이자 최우선순위라고 할 수 있다. 이로써 우상화 선전은 세습체제 및 유일지배구조가 가지는 계승성을 더하여 김정은 시대 10년간에 걸쳐 계획적, 단계적으로 추진되었다. 김정은 시대 당-국가 체제의 공식화와 강화 단계를 거치며 제도적, 내용적으로 진전되었다. 당 중심의 통치구조와 정례화된 시스템으로 절대권위의 수령지위가 추구되었다. 선대반열의 수령지위를 과시하며 체제 고유의 유일지배구조와 전체주의적 기반을 강화하는데 집중하는 단계이다. 정치, 군사 중심의 체제역량으로 취약한 경제환경을 상쇄해가며 새로운 연대기의 수령 우상화를 목표하고 있다. 대북제재와 코로나19 등 불리한 대내외적 환경에서 ‘사상제일주의’를 내세우며 체제결속과 동원력을 강화하는 방향에 집중하고 있다. 당면하여 ‘김정은 혁명사상화’라는 사상적 일색화로 한층 더 강화된 수령지위를 추구하는 것으로 보인다. 가공된 우상화와 사상적 통제는 정권의 제반 환경과 더불어 대중(주민)의 민심 동향에 영향을 미친다. 향후 북한의 정치 일정과 연계하여 우상화 중심의 체제선전이 가지는 파급영향과 장래 전망을 주목할 필요가 있다.

Kim Jong-un has been in power for 10 years. This report evaluates North Korea's propaganda of the Kim Jong-un-centric regime that has been carried out for the past 10 years, from the perspective of "leader idolization." The ideology (or thought) is the core structure of the North Korean regime; and in its implementation method, propaganda, idolization is the essence and top priority. As a result, idolization propaganda was carried out in a planned and phased manner over the 10 years of Kim Jong-un's reign in addition to the succession of the hereditary system and monolithic governance. The idolization proceeds in terms of institutional procedures that guarantee the leader's unique status and content that promotes status, authority, and image. The leader idolization has progressed institutionally and contently through the formalization and strengthening of the party-state system during the Kim Jong-un era. He pursued the position of leader of absolute authority with the party centered governance structure and regularized system. This is the stage to show off the leadership status of the predecessor class and focus on strengthening the system's unique monolithic governance structure and totalitarian basis. He aims to idolize the leader of a new chronology by offsetting the fragile economic environment with politically and military-oriented system capabilities. He is concentrating on strengthening the unity of the regime and mobilizing power under the unfavorable internal and external environment such as sanctions against North Korea and COVID-19, proposing "ideological firstism." It seems that he is pursuing a further strengthened leadership position with the ideological onochrome of "Kim Jong-un's revolutionary ideology" at the moment. Processed idolization and ideological control affect the general environment of the regime and the public sentiment trend of the masses (residents). In conjunction with North Korea's political agenda in the future, it is necessary to pay attention to the ripple effect and future prospects of the idolization-oriented system propaganda.
