윤석열 정부 출범 이후 북한인권국제협력 대사가 임명되고 북한인권정책협의회가 재 가동되는 등 우리 정부의 북한인권 정책이 강화되고 있다. 그동안 진행해온 북한인권 개선활동을 통해 다음과 같은 성과들을 얻을 수 있었다. 먼저 북한인권 상황의 심각성과 개선 필요성에 대한 국내 및 국제사회의 인식이 제고되었다. 이러한 인식의 공유에 기반해서 북한인권 개선을 위한 국제사회와의 연대 및 협력 기반을 조성했고, 국내적으로도 필요한 인프라를 구축하였다. 그러나 이러한 성과에도 기존 북한인권 정책은 정책 수행의 일관성 결여라는 한계도 보여주었다. 즉, 북한 비핵화 협상 국면이나 남북관계 변화에 따라 인권 의제가 후순위로 밀리거나 정책 수행의 일관성을 상실하는 일들이 반복되었다. 윤석열 정부는 기존 북한인권 개선 활동의 성과와 한계를 고려하여 보다 일관되면서도 다면적이고 균형 잡힌 북한인권 정책을 추진할 필요가 있다. 북한인권 개선을 위한 다면적 접근을 위해서는 인권가치의 보편성 중시, 인권의 상호의존성 고려, 압박과 관여의 병행, 실용주의적 접근 등이 필요하다. 다면적 접근을 위한 전략으로는 북한인권 개선을 위한 국제사회와의 적극적 공조 강화가 필요하고, 보편적 인권을 중시하는 인권외교 역량 강화도 수반되어야 한다. 정부가 일관된 북한인권 정책을 수행하기 위해서는 국내 인프라 정비, 시민사회와의 역할 분담, 대기업과 공조 등 다양한 접근법도 모색해야 한다. 그리고 윤석열 정부가 북한인권 정책의 일관성을 유지하기 위해서는 북한인권을 남북대화의 의제로 설정하고, 국민적 합의도 확보해야 할 것이다. 북한인권 문제에 대한 일관된 접근을 위해서는 북핵 문제나 북한 도발 등 여타 이슈와의 연계를 최소화하기 위한 노력이 필요하다. 윤석열 정부는 중단없는 북한인권 개선을 위해 정권 초기에는 북한인권 개선을 위한 국내 인프라 정비에 집중하고, 북한인권 정책 추진을 위한 국민적 공감대를 형성하는 데에 주력할 필요가 있다. 중장기적으로는 북한 주민의 인권 개선과 인도적 여건 개선을 위한 다면적 접근이 모색되어야 할 것이다.

The inauguration of the new Yoon Seok-yeol administration has heralded a shift in South Korea's policy toward North Korean human rights issues. The time is ripe for a new approach that departs from the previous administration's policy to improving human rights conditions in North Korea. South Korea's efforts toward improving human rights in the North have yielded some meaningful results. The domestic and international communities have elevated the North Korean human rights issue on their agenda. Global society has established a foundation for international cooperation on the basis of a consensual understanding of human rights protection in North Korea and South Korea has strengthened domestic infrastructure to promote North Korean human rights. Notwithstanding such achievements, certain limitations persist. The South Korean government's human rights policies toward the North have shown inconsistencies in policy implementation across different administrations, some of which have dropped the agenda due to the denuclearization negotiations and so forth. Reflecting on the achievements and limitations of past efforts to improve the human rights situation in North Korea, the Yoon government should strive to execute a multifaceted and balanced human rights policy. Specifically, the new administration should adhere to the following principles: the universality of human rights; the interdependent nature of human rights issues; the combining of pressure and engagenment tactics; and the continuation of practical approaches. Toward adopting a multifaceted approach, the Yoon government ought to actively cooperate with global society and reinforce its capacity to conduct a human rights diplomacy that stresses the universality of human rights. The government must also enhance domestic infrastructure for the human rights movement, division of roles between the government and private sector, cooperation with the business community and so on.
To maintain a consistent and sustainable human rights policy toward the North, it must foster a national consensus on such policy, effectively implementing it with proper level of pressure while at the same time, setting this as an urgent agenda for a dialogue between the South and North. Despite North Korea's provocation or changing relationship between the two Koreas over time, it is necessary to pursue a multifaceted approach to human rights for the incessant improvement of North Korean human rights. In the short-term, the Yoon government must focus on establishing the infrastructure and engendering national consensus for the support of its human rights policy. In the long-term, it must consider the ways in which South Korea could practically improve North Korean citizens' human rights and the general conditions surrounding them.
