인도적 지원은 지원대상국의 정치적인 상황과 연계하지 않는 것을 기본원칙으로 ‘긴급구호’의 측면에서 이루어지는 데 의미가 있다. 인도적 지원은 남북관계의 특수성으로 인해 ‘개발구호’와 ‘개발지원’을 포함한 정치적 성격을 지니는 것으로도 그 개념이 확장된다. 이로 인해 남북관계가 경색된 국면에서는 북한이 순수한 인도적 차원에서의 지원조차 수용하지 않을 뿐만 아니라, 우리의 대북 인도적 지원 역시 중지될 가능성이 상당하다. 이 보고서는 북한의 핵 능력 고도화 및 미사일 무력 시위가 지속되고 있는 현실에서 인도적 지원의 공과를 돌아보고 인도적 지원의 방향과 몇 가지 전략적 과제를 살펴보는 데 초점을 두고 있다. 남북관계의 현실을 고려하여 단기적, 중장기적 측면에서 △공세적 원칙구현 전략, △우회적 원칙구현 전략, △남북 관계개선 우선 전략, △대북 압력증대 전략 등 대북 인도적 지원 전략을 제시하고 몇 가지 구체적 방안을 모색해 보았다. 대북 인도적 지원은 단기적 차원보다는 중장기적 해결과제로서 여건에 따른 전략을 적절히 병행하여 추구하는 것이 중요하다.

Humanitarian assistance adheres to the basic principle of providing “emergency relief” to recipient countries regardless of their political situation. However, due to the unique relationship between the two Koreas, the concept of humanitarian aid to North Korea from South Korea is expanded to include “development relief” and “development aid.” The strained inter-Korean relationship most likely prevents Pyeongyang from accepting humanitarian assistance from Seoul while raising the possibility of South Korea’s suspension of aid to North Korea. The ongoing COVID-19 pandemic, food shortages, malnutrition problems, poor healthcare system, and lack of sanitary facilities are sure to have exacerbated the humanitarian situation in North Korea. Amid North Korea’s advanced nuclear capabilities and demonstrations of its missile forces, this report reviews the pros and cons of humanitarian intervention and focuses on the direction of humanitarian aid and strategic challenges. With consideration of the current inter-Korean relations, the report suggests the following strategies for North Korean humanitarian aid: an aggressive approach to implementing humanitarian principles; an indirect approach to implementing humanitarian principles; an approach focused on improving inter-Korean relations; and an approach focused on increasing pressure on North Korea. The Yoon administration should recognize that humanitarian assistance to North Korea is a mid-to-long-term task and adequately employ and combine strategies according to the situation on the Korean Peninsula
