본 보고서는 2020년 3월부터 2022년 11월까지 22차례에 걸쳐 조선중앙통신과 로동신문에 발표한 김여정 명의의 담화를 분석하였다. 김여정의 북한 내 위상과 지위를 고려하면, 김여정 담화에 대한 심층적 분석이 필요하며, 이를 통해 향후 대응 및 고려사항을 도출하고자 하였다. 담화 분석은 주요 내용, 원색적 표현 사용 여부, 후속조치, 담화 발표 대상, 위임여부 등을 중심으로 진행하였다. 분석 결과 담화 내용은 주제별로 첫째, 북한행동과 관련해서 남한의 언급에 대응하는 담화, 둘째, 대북전단 살포와 종전선언, 선제타격 등 남북관계의 주요 이슈와 관련한 담화, 셋째, 한미연합훈련에 대한 담화, 넷째, 북미관계와 관련 담화 등으로 분류할 수 있었다. 또한 담화 속 표현과 후속 조치 등을 고려하여 김여정 담화의 유형을 긍정적 신뢰 표현, 단순 의견 표명, 적극 유감 표명, 심각한 위협과 경고 표명 등으로 유형화할 수 있었다. 김여정 담화 분석을 통해 원색적 비난을 담은 김여정 담화에 대해 번번이 입장 표명을 하는 것보다 중요도와 필요에 따라 선택적으로 적절한 수준에서 맞춤형 대응하는 것이 효과적이라고 본다.

This report analyzed 20 official statements made by Kim Yo-jong from March 2020 to August 2022, published by the Korean Central News Agency and Rodong Sinmun. As Kim Jong-un’s powerful sister and North Korea’s representative voice on inter-Korean relations, Kim Yo-jong's statements warrant a comprehensive analysis. This report conducts an in-depth assessment of Kim Yo-jong’s speeches, with the aim of deriving and suggesting a guideline for the South Korean government in responding to future vituperations from North Korea. The analysis focused on the main contents of Kim Yo-jong’s statements, the target audience, the use of crude invectives, follow-up measures, and whether her statements were made “upon authorization” (by Kim Jong-un). Kim Yo-jong's statements were categorized into the four following topics: (1)response to South Korea's comments on North Korea’s behavior; (2)addressing the main issues of inter-Korean relations, such as the distribution of anti-North Korean leaflets, the end-of-war declaration, and preemptive strikes; (3)response to ROK-U.S. joint military exercises; and (4)addressing North Korea-U.S. relations. In addition, by assessing Kim Yo-jong’s verbal expressions and follow-up measures, the types of discourse were classified into conveying positive trust, simple opinions, straightforward regrets, or serious threats and warnings. The results of this analysis suggest that the South Korean government, rather than responding to every vitriolic denunciation from North Korea, should react with selective and tailored responses according to the importance and necessity of the issue.
