트럼프 임기 내 미북 핵협상 재개 가능성을 배제할 수 없어 선제적 대비가 필요한 시점이다. 미북 핵협상시 비핵화-유엔제재 해제 연계방안이 주요 쟁점 중 하나로 부상할 전망이다. 이 글은 유엔제재 해제요건과 미북 협상 쟁점을 분석, 우리 국익에 맞는 비핵화-제재해제 연계방안을 모색하고자 하였다. 첫째, 미북 협상은 핵협상에 집중하며, 여타 의제는 핵협상과 분리, 관계 정상화 협상에서 병행해 다루는 것이 바람직하다. 둘째, 기존 핵무기 폐기 전까지는 핵심 상업제재를 유지하되, 북한이 전통적 비핵화 방식을 수용할 경우, 비핵화 초기단계에서 상업제재의 부분해제를 고려할 수 있다. 셋째, 북한의 합의 불이행 방지를 위해 스냅백, 제재의 종료가 아닌 중단, 독자제재의 지연 해제 등 중층적 안전장치를 마련해야 한다. 넷째, 미북간 핵군축 방식 비핵화 합의 사태에 대비, 제재해제를 반대 내지는 상징적 수준으로 제한하기 위한 외교적 연대를 강화해야 한다.

The possibility of resuming U.S-North Korea nuclear negotiations during Trump’s term can’t be ruled out, so it is time for preemptive preparation. It is expected how to link the denuclearization and the lifting of UN sanctions will emerge as one of the major issues in the US-North Korea negotiations. This article analyzed the UN sanctions lifting requirements and US-North Korea negotiation issues to seek a principle of denuclearization-sanctions lifting linkage that suits our national interests.
First, US-North Korea negotiations should focus on nuclear negotiations, and other agendas should be separated from them and dealt with in parallel in the normalization of relations negotiations.
Second, core commercial sanctions should be maintained until the dismantlement of existing nuclear weapons, but if North Korea accepts the traditional denuclearization approach, partial lifting of commercial sanctions can be considered in the early stages of denuclearization.
Third, in order to prevent North Korea from failing to comply with the agreement, multi-layered safety measures such as snapbacks, suspension rather than termination of sanctions, and delayed lifting of individual sanctions by each country should be established.
Fourth, in preparation for the event of an agreement between the US and North Korea based on the nuclear disarmament approach, diplomatic solidarity should be strengthened to oppose or limit the lifting of sanctions to a symbolic level.
