김정은은 2021년 6월 이병철, 박정천 등 고위 간부들의 직무태만을 이유로 개최된 정치국 확대회의에서 ‘간부혁명’을 주창하였다. 이후 중하급 간부들이 대거 물갈이되고, 간부들에게 요구되는 학습량이 증가하였다. 더욱이 간부들에게 무제한적 책임이 부과되고, 사상의 힘으로 자연재해 등 모든 어려움을 극복하고 당의 지시를 반드시 집행할 것이 요구되었다. 김정은은 간부혁명을 주창하면서도 권위주의국가에서 간부들을 옥죄는 가장 흔한 수단인 반부패 운동은 본격적으로 전개하지 않고 있다. 이는 간부들조차 임금으로 생활비를 충당할 수 없는 상황에서 대대적인 반부패 운동이 추진될 경우 생계를 위협받는 간부들의 저항이 극심할 것을 우려하기 때문인 듯하다. 북한이 간부혁명을 주창한 것은 코로나19 팬데믹으로 제반 정책추진 환경이 악화된 상황에서 간부들의 기강을 다잡고 간부진을 개편하여 경제난 극복을 위한 인적 역량을 강화하려는 의도였던 것으로 보인다. 2024년 6월부터는 과도한 대형건설사업 추진으로 인해 당·정·군 기관들과 주민들에게 과부하가 걸린 상황을 간부들을 다그침으로써 돌파하려는 의도로 간부혁명을 다시금 강조하고 있는 듯하다. 생계난과 과도한 노동력 및 물자 동원에 따른 주민들의 불만을 간부들에게 돌림으로써 김정은의 책임을 회피하는 것도 간부혁명 추진의 의도인 것으로 보인다. 간부혁명 추진은 간부들의 피로감과 불안감을 키우고 사기를 떨어뜨려 장기적으로는 정책수행 역량을 오히려 약화시킬 가능성이 크다. 간부혁명 추진에 따른 압박 강화로 간부들이 주민들에게서 물자와 노동력을 무리하게 추출함에 따라 간부들과 주민들 간의 관계도 악화될 것으로 전망된다. 이런 상황이 장기화하면 간부들의 체제와 지도자에 대한 충성심이 약화되고 위기 시 체제를 수호하려는 노력을 기울일 동기도 약화될 가능성이 크다.

Kim Jong-un advocated the Cadre Revolution at the expanded meeting of the Politburo held in June 2021. Since then, a large number of middle and lower-level cadres have been replaced, and the amount of learning required of cadres has increased. Moreover, unlimited responsibility was imposed on cadres and they were required to overcome all difficulties, including natural disasters, through the power of ideology and to carry out the party’s directives without fail. While Kim Jong-un advocates the Cadre Revolution, he has not launched a full-scale anti-corruption campaign, which is the most common means of suppressing cadres in authoritarian countries. This seems to be because Kim Jong-un is concerned that if a large-scale anti-corruption campaign is launched in a situation where even cadres cannot cover their living expenses with their wages, there will be extreme resistance from cadres. North Korea’s advocacy of the Cadre Revolution appears to have been intended to strengthen human capacity to overcome economic difficulties by strengthening cadre discipline and reorganizing the cadre staff amid the worsening policy implementation environment due to the COVID-19 pandemic. From June 2024, North Korea seems to be emphasizing the Cadre Revolution again with the intention of overcoming the burden on party, government, military, and people caused by excessive large-scale construction projects by spurring cadres. It appears that Kim Jong-un’s intention to promote the Cadre Revolution is to avoid responsibility by shifting the blame for the people’s discontent over the hardships of living and the excessive mobilization of labor and materials onto cadres. The Cadre Revolution is likely to weaken policy implementation capacity in the long term by increasing cadres’ fatigue and anxiety and lowering their morale. As the pressure on cadres intensifies and they extract excessive supplies and labor from the general public, the relationship between them and the general public is expected to worsen.
