대만은 한국전쟁 개전 초기부터 대규모 파병 의사를 밝혔지만, 중국의 개입을 초래할 수 있다는 미국의 우려에 직면하였다. 그러나 중국인민지원군의 개입이 현실화되자 장제스는 참전으로 ‘반공대륙’ 목표를 실현하겠다고 밝혔다. 장제스는 대만군의 군사적 가치를 부각시켜 미국의 군사적 지원을 끌어내고자 하였으나, 그의 야망은 국제사회의 신중한 접근과 대만군의 군사적 한계, 그리고 냉전 구도 속에서 얽히고설킨 정치적 이해관계라는 벽에 가로막혔다.
미국은 대만군의 한국전쟁 참전이 중국과의 전면전을 유발할 가능성을 우려하며 이를 한정적으로만 검토하는 데 그쳤다. 영국을 포함한 주요 유엔 회원국들이 대만군 투입이 유엔군 단결을 약화하고 전쟁을 확대할 수 있다고 반대했으며, 이는 미국의 판단에도 영향을 주었다. 이승만 또한 대만군의 참전이 일본군의 한반도 개입을 초래할 수 있다며 극도로 경계하였다. 대만군의 부족한 군사 역량과 국제적 신뢰 결핍도 미국의 결단을 가로막는 요인이었다.
결국 미국은 한국전쟁 내내 대만군 활용보다는 한반도에서의 ‘제한전’을 고수하는 데 초점을 맞췄으며, 반공대륙으로 대표되는 장제스의 확전론은 미국이 수용할 수 없는 실현 불가능한 희망에 불과하였다.

Since the initial days of Korean War, Taiwan clearly expressed its intention of large-scale deployment to the peninsula, but faced U.S. concerns that it might bring Chinese force into the war. However, as Chinese People’s Volunteer Army(PVA) deployment to Korea was becoming clear, Chiang Kai-shek expressed that Taiwan would also enter into the Korean War with a purpose of accomplishing “Return to Mainland”(反攻大陸) plan. Chiang Kai-shek attempted to gain the US military backing by emphasizing Taiwan’s military importance, but his ambition was blocked by international societies’ careful and pessimistic approaches and Cold War era’s complex and intertwined political interests.
The U.S., worried about Taiwan’s deployment might cause full-scale war against China, examined Taiwan’s plan only to a limited extent. Most major UN member states, including the UK, opposed Taiwan’s deployment plan, fearing that it might escalate the war and weaken the cohesion of the UN forces, which also influenced U.S. decision-making. Syngman Rhee, as well, viewed Taiwanese plan with extreme caution, warning that it might drive Japanese force into Korean Peninsula. Taiwan’s insufficient military capacity and lack of international credibility also were also factors that prevented the US from approving.
Eventually, throughout the whole of Korean War period, the US focused on conducting “limited-war” on Korean Peninsula. Chiang Kai-shek’s escalation plan, which was represented by “Return to Mainland” plan, remained nothing more than an unrealistic hope that the US could not allow happening.
