본 연구는 2021년 김정은 정권이 채택한 ‘새 시대 농촌강령’이 추진된 배경과 내용, 특징을 『로동신문』을 중심으로 분석하였다. 새로운 농촌강령이 무엇을 지향하는지, 전망은 어떠한지를 밝히고자 했다. 농촌 저발전에 따른 농민들의 소외감과 불만, 대내외적 위기에 따른 농업 생산성 정체와 하락이 새로운 농촌강령을 채택한 배경이다. 농촌강령의내용은 농민을 ‘지식형 근로자’로 세워 농촌혁명의 주인으로 만드는 것, 과학기술에 기반한 농업생산성 증대와 북한의 식량문제 해결, 농촌의 문명화이다. ‘사회주의 농촌테제’와의 비교를 통해 발견한 특징은 첫째, 이전 시대의 ‘농민의 노동계급화’라는 농민관에서‘지식형 근로자’로 변화한 점이다. 둘째, 기존의 노동력 중심에서 과학기술 중심의 농업생산성 향상으로 변화한 것이다. 셋째, 도시의 농촌 지원 차원을 넘어, 도농 간 균등한 발전을 이루려고 한다는 점이다. ‘새 시대 농촌강령’은 북한의 ‘사회주의의 전면적, 균형적발전’을 지향하고 있으며, 현재의 북한 경제 상황으로 볼 때 목표한 성과를 내는 것은 어려워 보인다.
This study analyzes the background, content, and characteristics of the 'New Era Rural Program’ adopted by the Kim Jong-un regime in 2021, based on 『Rodong Sinmun』. It intends to clarify the aims and prospects of the new rural program. The alienation and dissatisfaction of farmers due to the rural underdevelopment, and the stagnation and decline in agricultural productivity due to internal and external crises are the backgrounds for adopting the new rural program. The content of the Rural Program is to make farmers into ‘knowledge-type workers’ and masters of rural revolution, to increase agricultural productivity based on science and technology, to solve North Korea’s food problem, and to civilize and urbanize rural areas. The characteristics discovered through comparison with the ‘socialist rural thesis’ are as follows. First, the peasant view of farmers as‘working-class’ in the previous era has changed to ‘knowledge-type workers’. Second, it has changed from labor force-centered to science and technology-centered improvement of agricultural productivity. Third, it aims to achieve equal development between urban and rural areas beyond the level of urban support for rural areas. The ‘New Era Rural Program’ aims for the ‘comprehensive and balanced development of socialism’ in North Korea, and it seems difficult to achieve the goal given the current economic situation in North Korea.
