[학술논문] 북한의 핵전략 변화와 함의

북한은 이제 명실공히 핵보유국이다. 북한 핵무기는 생·화학무기와 함께 언제라도 통용되는(핵무기 고유의 위력이 발생하는) ‘통화’(the accepted currency of power)가 됐다. 특히 김정은 정권을 거치면서 북한은 핵무기를 민족의 자주권과 존엄을 수호하는 정의의 보검이며 자주통일과 평화번영을 담보하는 민족공동의 자산으로 간주했다. 본 연구에서는 북한의 이러한 의도는 무엇이며, 북한의 핵지휘통제에 대해 총체적으로 살펴본다. 먼저 북한의 핵무기 개발 연원을 시계열적으로 간략하게 살펴보고 당시 상황을 분석한다. 다음에는 북한 핵무기 개발과 관련된 조직들이 어떻게 전개되어 왔는가를 살펴보면서 향후 북한의 핵지휘통제가 어떻게 전개되어 나갈 것인가를 최근의 북한 상황을
