(서울=연합뉴스) 하채림 기자 = 미군 유해 송환과 재미 이산가족 상봉이 성사된다면 북미 간 교류 협력의 물꼬를 트는 데 도움이 될 수 있다고 미국의 한반도 전문가가 밝혔다.
미국 카네기 멜론 전략기술연구소 소속 트로이 스탠거론 비상임연구원은 10일 서울 중구 웨스틴조선호텔에서 통일연구원 주최로 열린 '이재명 정부의 END 이니셔티브와 한반도의 미래' 국제콘퍼런스에서 이렇게 말했다.

(서울=연합뉴스) 하채림 기자 = 정동영 통일부 장관은 14일 "정부는 평화에 대한 국민의 염원을 무겁게 새기고, 대북정책을 추진하는 모든 과정에서 평화의 원칙을 확고하고 일관되게 실천해나갈 것"이라고 밝혔다.
정 장관은 국회 외교통일위원회의 통일부에 대한 국정감사에 출석해 한 인사말에서 이재명 대통령이 밝힌 대북정책 3원칙을 토대로 "긴장 완화와 신뢰 회복을 위한 노력을 일관되게 기울여 나가겠다"며 이같이 말했다.

이재명 대통령이 들고나온 이른바 '엔드(END) 이니셔티브'는 북한이 비핵화를 완강히 거부하는 상황에서 나온 현실적 북핵 접근이라는 평가다.
그러나 대북 제재가 엄연한 상황에서 교류조차 쉽지 않고, 자칫 관계정상화를 추진하는 과정에서 북핵을 용인하는 결과로 이어질 수 있다는 우려도 나온다.

이 책의 장점은 지난 트럼프 행정부 시절 북미 대화의 숨은 퍼즐을 맞춰 놓았다는 것이다. 이면에 가려진 진실을 마주함으로써 모든 사건의 맥락을 꿰뚫을 수 있다는 점에서 이 책은 매우 중요한 기록서다. 그리고 바이든 행정부의 북핵 억지 정책 혹은 대북 무시 정책을 역대 미국 행정부의 대북 접근법에 근거해 분석했다는 점에서 작은 개념서이자 역사서이기도 하다. 어려운 이론이나 분석을 요하진 않지만, 학부생들이 알아야 할 북한의 핵전략, 수정주의 국가 북한의 전략 전환, 나아가 평화를 위한 북핵 문제 해법의 최종 상태(end state) 논의 등 최소한의 비확산 전략들을 미국 행정부의 대북 정책과 연계해 다루고 있기 때문이다.
