[학술논문] 한국대외정책의 정책기조 전환에 관한 연구:6.23선언과 정책의 실효성 상실 여부를 중심으로

본 연구는 한국의 대외정책에 있어 혁신적인 정책전환이 발생한 경우들과 관련하여, 정책의 전환을 초래하게 만든 요인을 모색하는데 주목하고 있다. 그리고 한국외교에 있어 큰 전환점이 되었던 사례들 중에서 Hallstein Doctrine을 포기하면서 사회주의 국가들에게 문호를 개방하고, 국제기구에서 남북한이 함께 가입하고 활동하는 방안을 수용한 6.23선언에 주목하였다. 특히 6.23선언은 이후 북방정책과 UN가입, 남북정상회담 등을 가능하게 만든 한국외교의 의미있는 정책적 전환점이었다는 점에서 분석의 필요성이 더욱 절실하다고 판단하였다. 그리고 6.23선언이라는 정책적 전환을 통해 확보하고자 했던 한국외교의 전략적 이익이 무엇이었는가를 분석하는 동시에 정책전환이 발생한 시점이 왜 1973년 6월이었는가 하는 점에...
