[현안분석] 납북자 문제의 변천과 과제

2025년 6월 28일 정부는 ‘제1회 6‧25전쟁 납북자 기억의 날’기념행사를 개최한다. 한국전쟁 납북 피해자를 기억하고 납북자 문제에 대한 대국민적 관심을 제고하기 위한 목적에서다. 1953년 정전 이후 72년이 흐른 지금도, 납북자 문제는 여전히 해결되지 않은 채 남북관계의 그림자로 남아 있다. 본 이슈 브리프에서는 제1회 6‧25전쟁 납북자 기억의 날을 맞아 납북자 피해 실태와 남북 대응의 변천 과정을 짚어보고, 간단히 제언하고자 한다.
