본 연구는 세계 질서 변화에 따른 러시아의 대외 전략을 분석하고 러시아의 전략이 한반도에 미칠 영향과 함의를 전망한다. 특별히 본 연구는 전략의 차원에서 문제에 접근하고자 하며, 푸틴 러시아가 설정한 대전략(grand strategy) 아래서 대외 전략이 입안 및 조율되고 있다고 판단한다. 본 연구가 전략론에 관한 이론적 고찰이나 구체적인 분석틀을 제시하지는 않지만, 러시아의 대외 전략이 기본적으로 상위 전략인 대전략의 최종 실현을 위해 추진된다는 구도를 전제로 한다. 아울러 본 연구는 러시아의 대외 전략을 분열과 확장 그리고 연계라는 세 개의 전략 목표로 나누고 각각의 전략 목표...

[학술논문] 북한의 국지 군사도발에 대한 쟁점과 정책방
2010년 천안함 피격사건과 연평도에 대한 북한의 포격도발은 북한의 국지도발이 한국의 안보에 심각한 위협임을 인식시키는 계기가 되었다. 한국은 1953년 휴전협정 이래 북한의 전면전 도발을 성공적으로 억제해 왔다. 그러나 북한의 국지도발은 다양한 형태의 공격으로 지속되어 온 것이 현실이다. 전면전이라는 대안은 한반도의 공산화를 위하여 가장 적절한 방안일 수 있다. 그러나 전면전은 실패할 경우 심각한 수준의 위험을 동반하는 면이 있다. 북한의 김정은 정권이나 기득권 세력의 몰락으로 연결될 수 있는 것이다. 이러한 점에서 전면전은 성공에 대한 절대적인 확신이 없이는 택하기 어려운 방안이라 할 수 있다. 한반도의 전략환경은 북한의 전면전 도발이 더욱 어려워질 것임을 시사하고 있다. 한국은 미국과 굳건한 동맹관계를
