[학술논문] 북한의 외자유치와 한반도 평화통일: 유일 세습체제 유지목적
북한은 오직 해외자본만을 유치하기 위해 경제특구1기와 2기에 걸쳐 추진한 경제특구정책들은 모기장식 경계와 유일 세습체제안정에 무게를 두고 개혁․개방에 대한 의지도 없이 모기장식경계로 일관하고 있다. 또한 인프라와 SOC 미비로 인하여 경제특구를 개방하고도 서방투자자의 기대에 미치지 못해 외자유치사업은 실패하고 있다. 특히 김정일이 주도한 경제특구2기 2002년에 시도한 ‘신의주특별행정구'는 중국과 외교적 사전협의 미비로 시행조차 하지 못하고, 연이어 개방된 ‘금강산관광특구'와 ‘개성공업지구'는 남한의 적극 협조에도 불구하고 ‘정치과잉 경제과소’의 선군정치로 파행을 거듭하고 있다. 그럼에도 북한은 심각한 경제3난과 김정은 3대 세습체제구축을
