한미양국은 ‘21세기 전략동맹’에 합의한 이후 지리적이나 기능적으로 협력의 범위를 넓혀가고 있다. 이러한 가운데 북한 핵문제에 대처하기 위해 미국은 한국에 대한 ‘확장 억지’를 구체화하고, 중국의 협력을 지속적으로 도모하고 있다. 향후 한미양국은 전략동맹을 구체화 하고, 북핵문제의 추이에 따라 전시작전통제권 전환 일정을 조정해야 하며, 통일에 기여하는 방향으로 동맹을 운용해야 한다. 양국은 중장기적으로 한반도 통일과정에 나타날 수 있는 이해의 불일치를 최소화할 수 있도록 사전에 대비해 나가야 하며, 동맹과 다자안보협력이 공존하는 동북아 역학구도의 비전에 중국의 동조할 수 있도록 외교적 노력을 집중해야 할 것이다.
