국제 사이버 안보 위협이 보안이 취약한 국가들(주로 개도국)을 통해 타국으로 확산될 가능성이 높아짐에 따라 개별 국가 대응을 넘어서 공동의 대응을 위한 국제협력 체제가 형성 중이다. 최근 들어 대폭 확장된 북한, 중국 그리고 러시아의 사이버 영향력을 견제코자 서구 주요 국가 및 국제기구는 사이버 역량 강화(CCB)에 방점을 둔 국제협력 정책과 관련 사업들을 추진하고 있다. 이는 안보와 개발 정책 간의 연계성을 확보하려는 새로운 시도이며, 자국의 안보적·상업적 이익을 확장하고 국제공공재 기여라는 이중적 목적을 띄고 있다. 본 전략보고에서는 사이버안보-개발협력 연계 관점에서 선진 사례로 평가되는 영국을 검토하고 한국의 사이버안보 ODA 추진과 발전을 위한 시사점을 도출하였다. 한국은 IT 강국이라는 입지를 십분 활용함으로써 국제적으로 해당 분야상 전략적 지위를 획득할 수 있고, 개도국과의 확장된 사이버안보 협력을 통해 우리의 안보상 국익과 국제 디지털격차 감소에도 기여할 수 있을 것으로 기대된다.
Global cyber threats are on the rise in recent years. Since the cyber vulnerability of developing countries can develop into greater threats to other countries, the global community, beyond the traditional country-by-country response, is introducing collective initiatives against the common challenge. Against the fast-rising cyber power of the communist block, major countries and international organizations in Western societies have embarked on international cooperation programmes under the theme of cyber capacity building(CCB). Such attempts represent a new approach that makes a strategic connection between cyber security and development issues, thereby securing national interests as well as global public goods. From the perspective of ‘mainstreaming of CCB in ODA’ this report highlights the emerging policy trends and practices of the EU and the UK in order to draw lessons for South Korea. By facilitating its comparative advantage in the IT and cyber security sectors, South Korea needs to develop its model, approaches, and standards for CCB ODA.
