[학술논문] 북한 김정은 시대의 식량정치로 인한 인권문제에 대한 고찰
북한은 2025년 세계 기아 지수(GHI, 2025)에서 136개국 중 118위를 기록했다. 김정은 정권은 2020년부터 민간 시장에서 북한 주민들의 식량 생산, 관리 및 유통을 통제하기 위한 목적으로 중앙 집권적인 곡물 관리 및 유통 정책을 추진해 오고 있다. 본 연구는 김정은 정권의 중앙 집권적인 곡물 관리 및 유통 정책으로 인해 더욱 악화되어가고 있는 국가 주도의 인권침해, 특히, 북한 주민들의 식량권과 관련된 인권침해를 분석해 보고자 한다. 이러한 분석을 바탕으로, 본 연구는 김정은 정권이 북한 주민들이 식량권을 보호하는 좋은 거버넌스 통치 원칙에 집중하고, 국제 인권 규범과 기준을 준수하기 위한 조치들을 취해야만 한다고 주장한다.
