[학술논문] 북한의 사이버 공격(Cyber attack)과 국제적 대응
북한의 대남 사이버 공격은 테러와 전쟁을 촉발하는 단계에 이르고 있다. 평양은 SWIFT 를 해킹하여 8,100만달러를 탈취하였다. 국가차원에서의 범죄행위가 국제질서를 위협하고 있다. 북한의 사이버 공격은 한국의 안보에 대한 심각한 위협을 넘어서 국제사회의 신용질서까지도 위험에 빠뜨리고 있다. 북한의 이러한 사이버 적대행위에 대하여 국제적으로 공동대응을 하거나 ,국제법적 규정에 근거하여 처벌할 수 있으면 좋겠지만, 현실적으로는 사이버 범죄행위나 사이버 공격행위를 처벌하기 위한 국제법적 규범이 완비되지 않았다.
