[학술논문] 북한은 현상유지 국가인가? 김정일 시기 북한의 국가성향 고찰
이 글은 김정일 시기 북한 체제의 성격을 국가성향론(state orientation)을 통하여 탐구하는 것을 목적으로 하고 있다. 국가성향론은 현상유지 국가(status quo power)와 현상타파 국가(revisionist power 또는 anti-status quo power)의 이분법을 취하고 있다. 후자는 세계질서 또는 지역질서 차원에서 현상태(status quo)에 대해 불만을 갖고 있으며, 자원배분과 관련 더 많은 배당을 요구하고, 현존하는 세력균형을 뒤집으려는 시도를 하는 국가를 의미하는 반면 전자는 현 질서에 만족하고, 현 세력균형을 지키려고 노력하는 국가를 의미한다. 그렇다면 현재 북한이라는 행위자는 현상유지적 성향을 갖고 있는가 아니면 현상타파적 성향을 갖고 있는가? 본고는 국제정치이론...

[학술논문] 북한 핵과 6자회담: 지속 필요성에 대한 검토
...결과 북의 핵 능력은 더욱 향상되었고, 북한은 스스로를 핵 보유 국가로서 대우해줄 것을 주장하고 있다. 현재 북한의 핵 및 안보전략은 근본적 성격변화를 겪고 있는 것으로 파악되는 바, 이에 대응하여 북한 핵 문제 해결을 위한 한국을 비롯한 국제사회의 전략 목표와 수단 또한 바뀌어야만 한다. 그럼에도 불구하고 여전히 6자회담 재개를 주장하는 세력이 존재한다. 현상유지편향(status quo bias)과 매몰비용(sunk cost)효과는 이를 설명할 수 있는 한 방법이다. 결론적으로 6자회담은 재검토 되어야 한다. 북한 핵 폐기와 완전한 비핵화가 목표라고 할때, 이를 위한 가능한 모든 방법들이 검토되어야 하고, 그 중에는 ‘독자적 핵개발론’을 비롯한강경한 조치들 또한 포함될 수 있을 것이다.
