2009년 5월25일 북한의 2차 핵실험은 1993년 이후 진행된 북핵사태가 본질적으로 새로운 국면에 들어서는 것을 암시한다. 미국과 중국을 포함한 주변국과 세계는 여전히 북한의 완전한 비핵화를 추구한다. 그러나 2008년 여름 이후 시작된 김정일 건강이상과 체제불안에 의해 촉발된 것으로 보이는 금번의 핵 실험은 과거 미국을 대상으로 보다 유리한 협상을 하려던 경우와는 다른 의도와 목적을 가진 것으로 보인다. 갑자기 진행할 수 밖에 없는 권력승계를 위해 후계자에 대한 정당성 확보라는 목적을 가진 금번 핵 실험은 북한이 결국 핵무장의 길을 선택한 것을 가늠케 한다. 북핵을 결코 용인하지 않겠다는 미국과 한국을 포함한 주변국의 의사와 무관하게 북한의 핵무장이 점차로 현실화 되고 있는 것이다. 이에 대해 오바마 행정부는
