북측의 ‘민족음악’은 사회주의 음악관에 따라 민족적 형식이라는 좁은 틀에서 벗어나 시대의 요구와 사명이 요구하는 민족 현실의 반영이라는 내용성에 무게를 두면서 그 외연을 확대했다. 이는 남북 경쟁과 주위 강대국의 틈바구니에서 속에서 체제유지와 함께 국가 발전을 추구했기 때문에 가능한 것이었다. 그렇기 때문에 당대의 현실에 주목하는 ‘대중성’을 열쇠로 해서 전래이자 과거인 ‘민족성’과 외래이자 현재인 ‘현대성’을 통합시켜내는 방식으로 민족음악을 구성해 갔다. 그런 점에서 북측의 민족음악은 ‘전통-서양-대중’의 구분이 아닌 장르 통합적인 성향을 띠고 있으며 외래음악과의 관계에 민감하고 유연한 자세를 취해왔던
