[학술논문] 임농복합경영을 통한 북한의 새로운산림관리 변화연구

본 연구는 북한 국토환경보호성과 스위스개발력청(SDC)이 경사지관리프로그램(SLM)을 새로운 산림관리방식으로써 북한에서 '임농복합경영' 을 어떻게 적용하여 발전시키고 확산 되었는가를 고찰하는것을 목적으로 하였다. 1990년 이후 지속된 자연재해로 북한산림은 황폐화와 식량난, 경제난이 2000년대까지 지속되었다. 김정은 정권 이후 산림황폐화로 인한 자연재해가 점차 심각해지면서 북한은 본격적으로 산림복구를 위한 정책을 진행하였으며 그 일환으로 산림의 불법 경작 문제 해소와 유휴노동력을 활용할 수 있는 사업으로 '임농복합경영' 을 도입하였다. 현재 북한에서 진행되고 있는 임농복합경영 사업은 다음과 같은 성과를 거두었다. 먼저 임농복합경영방법은 북한의 산림조성 방법의 하나로 정착되었다.
