전쟁의 복잡성이 누증되고, 지금 이 순간에도 새로운 미래전 양상이 출현하면서, 국방분야는 다양한 전쟁 양상에 대비하기 위해 지속적인 변화와 발전이 요구됩니다. 미래전에 대비한 국방분야 발전은 4차 산업혁명 기술이 반영되어야 하고, 이를 효과적으로 운용하기 위한 술(art)과 과학(science)이 함께 고려되어야만 합니다. 따라서 단기적인 정책만으로는 미래의 전쟁에 대비하는 것은 불가능하며, 장기적인 안목과 준비가 필요합니다.

"북한에도 SF가 있어?”
[스타워즈], [인터스텔라], [인셉션], [터미네이터] 등등 ‘SF(Science Fiction)’하면 할리우드 영화가 가장 먼저 떠오르는 것은 결코 이상한 일이 아닐 것이다. 우리에게 SF는 그렇게 기발한 과학적 상상력의 산물이며, 그렇기에 경직된 체제의 나라보다는 보다 자유롭고 물질적으로 풍요로운 나라에 어울릴 것 같다는 집단의식이 적잖이 깔려 있다.
그런 면에서 SF와 가장 어울릴 것 같지 않은 나라, 흔히들 동토의 왕국이라 부르는 북한에 SF가 존재하고 있다면? 그것도 이미 1950년대 중반부터 활발히 창작되고 있었다고 한다면?
