[학술논문] 관료집단에 대한 통제력이 정책결정과정에 미치는 영향 : 김대중 정부와 노무현 정부의 대북정책 비교

[학술논문] Trend of North Korea’s Illegal Cigarette Trade: Its Nature and Scope
이 연구의 목적은 세계평화를 위협하는 북한의 다양한 초국가적 범죄활동 중에서 불법담배 거래의 추세를 조사하고 그 본질과 범위를 연구하는 것이다. 데이터는 1970년 1월 1일부터 2014년 2월 1일까지 언론보도를 통해서 발간된 자료 중 렉시스넥시스(LexisNexis)로부터 영문으로 발간된 264개의 해외 언론보도 자료와 한국의 주요 검색 사이트인 네이버(NAVER)로부터 한글로 발간된 182개의 국내 언론보도 자료를 검색하여 취득하였으며, 내용분석 방법으로 연구를 수행하였다. 연구의 결과, 북한의 이윤창출 불법활동들에 대한 국제사회의 관심은 2005년 이후부터 급속도로 증가하기 시작했다. 특히, 1970년도 중반부터 북한이 불법으로 벌어들인 외화는 대량학살무기 개발, 외교적 임무들의 지원, 핵프로그램의 개발
