...보장하면서도 과도한 지가상승분을 합리적 수준에서 환수할수 있는 토지임대료 납부방안을 모색하고자 한다. 구체적으로는토지임대료 납부방식을 어떻게 적용할 것인지, 토지임대료 납부율 또는 임대료의 수준은 어느 정도가 적정한 것인지를 분석모델을 구축해 파악하고자 한다. 토지개발이라는 특성상 국가 소유의토지를 장기 임대하기 때문에 공공에 납부하는 토지임대료는 민간에 귀속되는 투자수익과 일종의 트레이드 오프( trade-off) 관계이기 때문이다. 따라서 공공과 민간이 이익을 공유하는 지속가능한 개발을 위해서는 공공에 귀속되는 토지임대료 납부율과 민간의 투자수익률 간 관계 고찰이 가장 중요한 기초 조건이 된다. 이를 위해 본 연구에서는 분석모델을 통해 토지임대료 납부율과투자수익률 간 관계를 도출한 후 시사점을 고찰하고자 한다.
