[학술논문] 분단국 TV 화면통일의 정치학:동서독 미디어 정책 패러다임 변동을 중심으로
...이는 양국 TV의 화면통일로 귀결된 사실적 관계를 확인할 수 있었다. 무엇보다 서독정부의 방송정책은 TV 화면이 국가권력이나 자본가에 의해 통제되거나 영향을 받지 않도록 하기 위해 사회공공(public)을 방송규제자로 작동하게 만드는, 즉 업그레이드 된 방송 거버넌스(governance)의 패러다임을 일관되게 추구했다. 일종의 공영방송의 책무성(accountability)으로 정의할 수 있겠는데, 이러한 미디어 정책 패러다임은 동독으로 하여금 경쟁 욕구를 불러일으켰고, 방송 분야에서는 서독 TV 방송과 프로그램 경쟁에 까지 나서게 만든 요인으로 작용하게 된다. 동독은 동서독 시청자들이 동독의 TV 화면에서 떠나지 않도록 하기 위해 당초 정치 선전매체로서의 정치색을 탈색하고 설득 효율성을 제고하기 위한 방편으로...

[학술논문] 북한 장애인법제 분석 및 평가와 향후 과제 - 북한의 장애인권리협약 비준을 계기로 -
...유엔 장애인권리협약에서 규정하고 있는 생명권 및 가족권, 여성장애인 및 장애아동에 상응하는 명시적인 규정들도 북한 장애자보호법에는 존재하지 않는다. 제4장에서는 북한 장애인들의 인권 개선을 위한 향후 과제를 법정책적인 관점에서 제시하였다. 북한 장애인들의 인권이 개선되기 위해서는 북한이 유엔 장애인권리협약 당사국으로서 동 협약에 합치하도록 장애인법제를 정비하여야 하고, 지속적으로 제기되고 있는 장애인 인권 실태가 개선되어야 한다. 남북관계 차원에서는 국제사회의 대북제재와 책임(accountability) 규명 국면 속에서도 중장기적 관점에서 북한 장애인들에 대한 인도적 지원을 위한 남북인권대화를 추진하여야 한다. 또한 우리 내부적으로는 인도적 지원 대상에 장애인이 명시되도록 관련 법령을 정비할 필요가 있다.
