...더 적절한 표현은 “핵물질보안”(Nuclear Material Security)이다. “핵우산”(Nuclear Umbrella)이란 핵억지 전략의 연장선상에서 나온 개념으로서 정확하게는 “확장 핵억지”(Extended Nuclear Deterrence:END)라고 부른다. 핵우산은 적대국이 미국의 동맹국을 재래식 무기나 “대량살상무기”(<em>Weapons</em> <em>of</em> <em>Mass</em> <em>Destruction</em>: <em>WMD</em>)로 공격하는 경우, 해당 적대국에게 핵무기를 사용해서 감당할 수 없는 피해를 주겠다는 보복위협을 통해서 적대국의 공격을 억지하고 동맹국을 보호하는 전략이다. 자국을 방어하는 차원을 넘어서 동맹국에 대한 적대국의 공격까지 억지하겠다는 미국의 대외 안보공약의 토대이며 군사동맹의 근간을 이루는 핵심 개념이라고 할 수 있다.
