[학위논문] 권위주의 지역핵국가의 핵전략 결정요인 연구 - ‘핵전략 선택 제약 이론’을 중심으로
본 연구는 권위주의 지역핵국가의 핵전략 결정요인을 규명하고자 하였다. 기존 핵전략 연구에 대한 비판적 검토와 비교권위주의 연구의 주요 성과들을 접목시켜 핵전략 선택 제약 이론이라는 분석의 틀을 제시하였고, 중국.파키스탄.북한에 대한 사례연구를 통해 이를 검증하였다.
특정국가가 핵개발을 시도하게 되는 여러 가지 이유가 있지만, 기본적으로 안보적 요인을 배제하고 설명할 수는 없다. 무정부상태의 국제사회에서 자구(self-help)를 추구하기에 가장 효용성이 높은 무기가 바로 핵무기이기 때문이다. 이는 권위주의 지역핵국가에게도 마찬가지이며 따라서 이들도 억제력이 더 높은 핵전략을 선택하려는 기본적인 동인이 있다.

[학술논문] 북한은 파키스탄의 길을 가고 있는가: 북한과 파키스탄의 전술핵무기 역할과 핵지휘통제 비교
2022년 9월 발표된 공세적 성격이 한층 강화된 핵무력정책 법령의 채택과 맞물려 전술핵무기를 비롯한 각종 무기체계의 적극적 개발 및 배치 노력은 북한 핵전략의 변화 가능성에 대한 의구심을 일으킨다. 특히 북한의 핵태세나 핵전략이 가장 공세적이라고 할 수 있는 파키스탄식의 비대칭 확전형(asymmetric escalation posture) 또는 전범위억제(full-spectrum deterrence)로 전환되는 것이 아닌가 하는 우려가 든다. 파키스탄과 북한은 핵개발, 핵무기 운용과 관련하여 많은 공통점을 갖고 있다. 양국은 모두 핵프로그램 발전 과정에서 공통점이 많을 뿐만 아니라 서로 긴밀히 협력했던 과거가 있었기에 양국의 핵전략과 무기체계 개발 또한 필연적으로 유사성을 띠거나 상호연관성을 가지고 있을...
