2013년 3월 유엔 인권이사회는 북한 인권 결의를 채택하면서 북한인권조 사위원회( Commission of Inquiry: COI)를 설치하기로 결의했다. 이에 따라 구성된COI의 주요 임무는 북한 내의 조직적이고 광범위하며 중대한 인권침해 사실을 조사하는 것과 개인의 형사처벌을 전제로 책임성(accountability)을 규명하는 것이었다. COI는 2013년 7월부터 본격적인 활동을 시작하여 2014년 2월 17일 조사 결과를 담은 보고서를 공개했다.
