[학술논문] 북한의 국경독재체제와 핵전략
...‘국경독재체제(diktatur der grenzen)’라는 개념에서 출발하였다. ‘국경’이라는 경계를 통해 외부세계와 단절된 고립된 조건에서만 생존할 수 있는 북한의 독특한 생존논리를 중심으로 북한이 국경을 ‘유지’하고 ‘확장’하기 위한 핵무기의 역할을 규정하였다. 이를 토대로 본고는 북한 핵전략의 결정요인과 유형에 대한 일반화를 추구하였다. 본 논문은 북한이 핵위협의 ‘신뢰성(credibility)’을 극대화하기 위해 핵능력, 비핵수단, 리더십 결의의 세 가지 변수의 최적화된 조합에 따라 선택적 보복 → 확증보복 → 핵 전투태세 → 선제 핵공격의 핵전략으로 다변화되어 진화될 것이라고 주장한다.
