[학위논문] 작전 통제권 정책 변화에 관한 연구

본 연구의 목적은 전시작전 통제권 전환 논의의 변천 과정과 배경 분석을 통해 정책 결정에 영향을 미치는 배경들을 도출하는 것이다. 본 연구는 한국군의 1970년대 후반 작전통제권이 유엔군 사령관에서 한미연합사령관으로 이양된 박정희 대통령 통치 시기부터 ‘전시작전 통제권 전환조건’이 충족 되리라고 판단되는 문재인 대통령 통치 시기인 2022년대 전반기로 기간적 범위를 정하였다. 본 연구의 결과는 다음과 같다. 첫째, 전시작전 통제권 전환 결정은 한미 간의 상호 합의를 통해서 이루어질 수 있는 사안이기 때문에 미국의 한반도 안보전략과 이해관계 변화에 따라 영향을 받을 수 있다. 미국의 전략적 이익이 감소할 경우 주한미군 병력유지에 따르는 비용과 책임부담을 줄이기 위해
