[학위논문] 남한 접경지역 내 북한근로자에 대한 사회보장제도 연구

남북교류협력의 주체는 남한과 북한의 주민이다. 그리고 통일을 이루는 주체인 남북한 주민은 민족구성원 모두가 주인이 되고 개개인의 자유, 복지와 인간의 존엄성이 보장되어야 하며, 자유롭고 풍요로운 삶을 누릴 수 있는 민족공동체 형성을 이루어야 한다. 하지만 남한과 북한의 주민은 아직 실질적인 교류협력의 주체로서 역할을 하지 못하고 있는 실정이다. 이 연구는 남한의 접경지역 내에 진출하는 북한근로자에 대한 사회보장제도의 적용과 관련하여 발생하는 법적 쟁점을 파악하고 법정책적 및 실무적 차원에서 대응하는 방안을 검토하는 것을 목적으로 하고 있다. 궁극적으로는 남북한이 통일로 나아가는 과정에서 발생하게 될 남북의 인적·사회적 통합을 위한 기반을 형성하기 위한 사전적이고 법정책적인 차원에서의
