...효과를 발휘하기 위해서는 민간단체와 같은 국민적인 참여가 필요하며 자발적인 자원봉사 지원협력을 체계화하는 것이 필요하다. 다섯째, 막대한 재난관리 통일비용의 감축을 위한 사전적인 준비의 필요성을 제시하였다. 본 연구대상지는 오랜 이념의 갈등으로 분단된 북한으로서 가지는 특수성으로 인해 자료 취득에 한계가 있다는 점을 전제하며, 독일 통일시 동독의 대응사례를 최대한 활용하여 재난관리 대응방안을 제안하였다. 한반도의 통일 이후 상황이 독일 통일과 다르게 진행될 수 있다는 사실을 염두에 두고 그럼에도 불구하고 독일 통일에서 제기된 재난분야와 관련된 문제점에 대해서는 사전에 체계적으로 준비해야 하는 노력은 이론의 여지가 없는 중요한 선택이라 할 수 있다.
