[학위논문] 한국의 북방사업과 기업의 역할 : 남북러 관계를 중심으로
본 논문은 ‘북방정책’ 속에서의 경제협력인 ‘북방사업’이 역대 정부에서 어떻게 진행됐는지를 살펴보며 북방사업의 실패원인에 대한 답을 찾아보려 한다. 정부는 북방정책을 통해서 북한과의 관계를 개선하고, 궁극적으로는 북방으로 경제권을 넓히고자 했다. 기업은 북방사업을 통해서 북방시장을 개척하고자 했다. 정부와 기업은 같은 목표 아래서 상호협력적인 관계를 형성했고, 정부는 북방사업에서 기업이 해결할 수 없는 영역인 북한 리스크에 대한 해결방안을 강구했다. 정부의 지원 아래 기업은 북방사업의 성공을 위해 노력했는데, 본 논문에서는 이러한 정부와 기업의 상호협력적인 관계를 ‘시장공략형 협력 관계’로 정의한다. 정부정책과 기업의 역할에 따른 시장공략형 협력
