[학술논문] 동서독 경찰통합 과정에서의 동독 인민경찰의 흡수·활용
...동독의 인민경찰이 통일독일의 경찰체제에 어떻게 흡수되었는지를 살펴보고, 이러한독일의 사례가 남북한 통일시 북한경찰을 흡수·활용하는데 주는 시사점을 제시함을 목적으로 하였다. 한 연구에 의하면통일과도기 북한 지역내 소요와 폭동에 대처하기 위해서는 대략 11만 명 정도의 경찰력이 필요하다고 한다. 이러한 대규모 인원을 통일이라는 급박한 상황에서 짧은 기간에 남한에서 전부 확보한다는 것은 결코 쉽지 않은 일이다. 바로 이점에서 독일 통일과정에서 구동독 경찰의 흡수 사례는 우리가 참고해야 할 좋은 시사점을 제시할 것이라고 본다. 서독경찰은 경찰통합을 주도하면서 동독지역의 인민경찰을 일정한 요건 하에 선별하여 통일독일의 경찰로 재임용하여 활용하였기 때문이다. 이를 통해 향후 남북한 통일과정에서 요구되는 높은...
